Does anyone have any idea what state has the easiest draw odds for an out of state hunter?

The units up near Gillette, Wyoming usually have left over tags. The issue there is finding access to land, as it is mostly private. I had a ranch there in unit 23 that I hunted every year from 1993 thru year before last. We always were drawn and there were always left over licenses. Unfortunately the rancher sold the land to a coal company and they no longer let anyone hunt because of safety concerns (blasting close to the portion of the ranch we used to hunt). I would suggest that you go to the Wyoming fish and game website and look at the section on left over tags for previous years. A lot of left over tags, easy draw. The trick will be then to find a place to hunt in those areas. WY has a Walk-In-Hunting access program were ranchers get paid to let people walk onto their land to hunt. There were several ranches in 23 that used to participate. The website has current information to help you plan your hunt. I have never tried using the program, but now that I lost the ranch I used to hunt on I may have to figure it out myself. You need to be in good condition to walk these areas of 23 and drag a goat out however.

Trust this helps

Dam, I am glad I did this years ago! Think my WY tag was $50 and I picked up another OTC and then hunted MT with a bud and always got at least two tags for around $100.....
Since my best antelope is just slightly under 15", I been building up bonus points in AZ.....will apply next year and hope to better my best!
