I read a whole article on the FWS definition of bated areas last year in Field &Stream or Outdoor Life... Not only were the rules confusing, even to experts, but a person could be hunting in a one field , near another not knowing anything about the other fields condition and be guilty!!!  You would have to scout out and inspect a wide area before hunting the area you wanted based ioon the article.

Mark Pryor (D), and John Boozman, (R), introduced legislation that would overrule a recent U.S. Fish and Wildlife Service interpretation about what constitutes a “baited field.” Under FWS guidelines issued last month, if rice heads emerge after a rice harvest due to late-year rains, hunting them is illegal. John Devney, policy VP for Delta Waterfowl, welcomed the legislation. The Times-Record.

Currently, if a hunter is hunting on his own property and there is another property within 1 mile of his, where someone is illegally baiting migratory birds, it is already a violation of Federal migratory game law. That's one of the reasons, I don't duck hunt anymore.

So I'm supposed to trespass onto neighboring property to see if it's been baited so I can hunt back where I'm at? See you in court for THAT ticket.

This is just plain stupid .After the rice here has been harvested you still have some growing on the checks .So that means you would have to go through the whole field and cut it all down .I live right in the middle of rice fields .So this makes all of the hunters here criminals .

In this part of the country, the same thing occurs with oats, rye, wheat, triticale, and then let's not forget the soybeans and corn left by the combines and the peanuts left by the harvester. Like I said, it's become practically illegal to hunt waterfowl under Federal laws.

Anything to interject biodiversity on us .Just make everything illegal .Move more people to the cities .Take more and more rights away .And penalize the ones who live in the rural areas .
