must be larger than .23 cal and legal in the county you are hunting in.

Here's a little suggestion.

You can do a google search for the VA hunting regulations. The 2012-2013 brochure is online. You may not be aware of it, but the reason they publish hunting regulations is to provide info on things like legal calibers. Rather than ask on a forum where you may or may not get the right answer for where you want to hunt, why not go straight to the source? Seems pretty obvious to me.
