I have some brass with a head stamp PMC .They will not take the cci 400 small rifle primer. The primer hole look like it have a small ring around it. I was just wondig if I can drill it out or are there just junk. Here a pic hope you can see what I'm talking about.

In my case preperation one of the things that I use is a primer pocket uniformer as one of the steps in makeing ready the case for reloading you might try this and then see if the primers will fit more easily.

dwisler1, today many of our .223, made for LE or military, have a crimped primer. Most of our reloading mfgers do make a tool specificly for removeing that crimp.
Before I got my tool, I did remove many a crimp, with the pointed end of my de-burring tool

Be careful when using a regular deburring tool, you can ream too much away. The VLD deburring tools are better because they bottom out before you ream too much.

It's called a "Swager, or Swage Tool". It is desighned to specifically remove that pesky little band.

I found that my swageing die didn't do as good a job as I wanted but the pocket uniforming tool on my case preparation unit cleaned the primer pocket and made it perfectly round and all cases primer pockets the same depth just one of the steps that I do to try to make all the cases the same or as close as I can get them.

Good,  That's exactly what you needed.  PMC"s brass are made like military brass.  The pocket swager makes it easier to swage out that crimp.  I used to use a knife to cut a little at a time of the crimp until the primer would go in.  It will probably take a few times of pressing the swager into the pocket until it's opened enough to seat the primer.

I hear ya.  You know I'm In Texas now, don't you?  My wife works for Texas Instruments.  She got transfered to Dallas from Tucson when they shut the Tucson plant down.  We've been here since '09.  The first year we were here.  We lived in our 19 foot camper in an RV park.  We have a house about 45 miles east of Dallas in Terrell now.  It;s getting expensive driving back and forth with the price of fuel going thru the roof.  We are paying $3.79/ gal for gas.  And $3.99 for diesel.  My pickup is a diesel.  We watched the price jump by 5 cents while we were driving up to get gas one night.  We looked at each other and said.  " Did that do what I thought it did?" I'm driving again.  For a company in Dallas.  It works out.  It's across the street from T.I. . So, my wife and I carpool into and from work. I drive local for them.  I
 I finally got drawn for speedgoat 4 years ago in 7W after 18 years of waiting.  I got mine half hour out of camp opening morning while glassing some elk. He has 12 1/2 inch horns.
