Stiffer fines are a great idea. I don’t care if its sheds, cars or money; taking something from someone’s property is stealing. Those sheds belong to that land owner and if you want them just ask permission.
Many land owners manage their property for quality deer and the sheds are a little reward for their effort. I have found elk sheds on privet land that I was hunting. Before I left that day I made sure to ask the land owner if he wanted the shed or if I could keep it. He graciously allowed me to keep it.
We had problems with this in Oregon with people trespassing to find sheds to sell to antler buyers. How hard is it to ask, “can I look for sheds on your property?”.

I live in the midwest (WI), but head south 13 hr to look for sheds. We've never had a rancher say no. To them, every shed picked up is a $300 tractor tire saved from a flat. We just got back and 2 guys in 5 days found 97 antlers.

i think it should be the same as poaching a deer or any animal.
